With a stroke of his pen, Governor Greg Abbott signed HB 1927, which means Constitutional Carry will go into effect on September 1st of this year!

After years of hard work and a session filled with obstacles from the Senate, Texas will finally become the 21st Constitutional Carry state!

This wouldn’t have been possible without the steadfast support of TXGR members and supporters like you.

For the past 8 years and 4 legislative sessions, Texas Gun Rights members and supporters have been leading the charge on making Constitutional Carry the #1 gun rights issue in the state of Texas.


Since 2013, we’ve spent nearly two million dollars linking the legislative session to the election season, ensuring ALL legislators and candidates knew pro-gun Texans expected nothing less than Constitutional Carry.

After mobilizing gun owners through mail, email, text messages, digital ads, radio ads, and even TV ads, no other group has come close to matching our firepower in Texas. Period.

And it’s helped us tear down the persistent roadblocks thrown up by the Austin political establishment.

For example, in 2015, State Representative Jonathan Stickland helped us launch the fight for Constitutional Carry in Texas by filing HB 195 — the first ever Texas Constitutional Carry bill filed in the Lone Star State!

Sadly, HB 195 never received a hearing thanks to anti-gun Speaker Joe Straus.

After bruising primary elections in 2016, we went back to Austin in 2017, and Constitutional Carry HB 375 was given a public hearing by the Homeland Security and Public Safety Committee…but the political establishment ran out the clock and it never got voted out of committee.

During the 2018 elections, we put Constitutional Carry at the forefront of political debate as Beto-supporting anti-gunners tried riding his coat tails into political office.

In 2019, the fight reached a boiling point when TXGR exposed then “Republican” Speaker Dennis Bonnen as the man killing Constitutional Carry HB 357 behind closed doors.


Year after year, we were making progress and exposing the anti-gun hacks in the political establishment until they realized they could no longer take the heat for killing Constitutional Carry.

So after Rep. Kyle Biedermann decided to carry the torch for gun owners by filing Constitutional Carry HB 1238 this year, something different happened: multiple Constitutional Carry and “permitless carry” bills were filed as politicians scrambled to prove their pro-gun chops to the grassroots.

House leadership ultimately gave Representative Matt Schaefer the nod to advance his version of permitless carry with House Bill 1927.

After working with Representative Schaefer — and Representatives Bryan Slaton, Jeff Cason, and Kyle Biedermann — TXGR was able to make HB 1927 a strong Constitutional Carry bill with amendments on the House floor.

The establishment was clearly shocked when it reached the Senate, something nobody thought would ever happen.

At every turn, Lt. Gov. Patrick tried preventing the passage of Constitutional Carry by using deceptive tactics such as filing alternate bills (SB 2224), instead of advancing HB 1927.

But once pro-gun Texans saw through that ruse as an effort to run out the clock, he quickly advanced HB 1927 with “poison pill” amendments meant to run afoul of House rules and kill the bill on a technicality.


But pro-gun Texans made sure all elected officials knew there would be no excuses for killing Constitutional Carry yet again.

So the House and Senate worked out their differences in conference committee and got the bill to Governor Abbott’s desk.

Of course, Lt. Gov. Patrick is attempting to rebrand himself as a pro-gun hero who helped advance Constitutional Carry…

But pro-gun Texans know it was ONLY because of YOUR activism that we tore down Patrick’s roadblocks and forced him to do right by gun owners!

Now, we get to call Texas the 21st Constitutional Carry state!

As exciting as this is, our work is not done.

When the legislature reconvenes in two years, we must expand the new Constitutional Carry law by ensuring ALL law-abiding Texans are treated equally under the law.

For example, military-aged Texans under 21 will still not be able to carry their handgun under HB 1927.

This leaves thousands of young men and women defenseless, preventing many young parents from protecting their children. This must be fixed.

Law-abiding Texans visiting or living on college campuses were also left out of HB 1927, and must still obtain a license to carry on top of the red tape from their college campus.

Additionally, lands owned by the Lower Colorado River Authority (LCRA) will also still require an LTC to carry a handgun on their land.

Licenses shouldn’t grant special privileges. Ultimately, ALL law-abiding individuals should be allowed to carry in areas where LTC holders can carry.

I want to be very clear: even though these aspects of the law still need to be changed to make a stronger Constitutional Carry law, HB 1927 is a tremendous victory for gun owners in Texas.

While the Texas Legislature was fighting back against the Gun Control Lobby and passing Constitutional Carry in Austin, our senior U.S. Senator, John Cornyn, was busy finding “common ground” on gun control with anti-gun Democrats in Washington.

How pathetic!

Of course, Cornyn’s “common ground” is anything but that — and it comes in the form of a Universal Gun Registration scheme.

This dangerous compromise would virtually eliminate all private sales and transfers of firearms between law-abiding citizens by forcing citizens — like you and me — to register as a firearms dealer if we want to buy, gift, or even lend a gun to a friend or family member.

But Governor Greg Abbott still hasn’t signed the bill!

Even though Governor Abbott publicly declared he would sign Constitutional Carry into law once it reached his desk — we must not rest until the deed is done!

We’re almost to the finish line.

After weeks of pressuring Lt. Gov. Patrick and the Senate to pass Constitutional Carry, the Conference Committee reportedly struck a deal to get HB 1927 to the Governor’s desk!

While we don’t yet know the final language of HB 1927, Capitol insiders report that it is better than passed by the Senate.

And it appears that a strong Constitutional Carry bill will be sent to Governor Abbott.

Here’s what bill author Rep. Matt Schaefer had to say:

This is certainly great news, but we must not celebrate yet.

Early next week, both chambers of the legislature are expected to vote to approve the committee report.

While this is mostly a technical procedure, we must not count our chickens before they hatch.

It has been two weeks since the Texas Senate passed Constitutional Carry House Bill 1927 with ill-advised amendments passed down from Lt. Governor Dan Patrick.

Now, Constitutional Carry appears to be stuck in conference committee — with the House and Senate seemingly unwilling to work out their differences with the bill after sitting on it for an entire week.

With the May 28th deadline rapidly approaching, it is critical legislative leadership hear from you RIGHT AWAY!

House Bill 1927 was a good bill when it passed out of the Texas House of Representatives.

But just as we warned, Lt. Gov. Patrick and squishy Republican Senators caved to liberal interests, such as big-city police chiefs and union brass to water down the bill with amendments.

Lt. Col. Allen West said it best: “if it weren’t for Lt. Gov. Patrick’s amendments, this bill would already be on its way to Governor Abbott’s desk instead of having to go to conference committee.”

After making it this far in the legislative process, we must not allow Lt. Governor Patrick and the Texas Senate to run out the clock on this critical legislation.

Remember, 7 Democrats crossed party lines to support Constitutional Carry in the Texas House.

There is NO REASON a Republican-majority Senate should NOT get this bill to Governor Abbott’s desk.

They either support the Second Amendment, or they don’t.

If we do not stay vigilant, Constitutional Carry could die in one of two ways:

They could water down HB 1927 with anti-gun changes to the point that it is not even true Constitutional Carry anymore.

This is always a danger in conference committees like this one, which is reportedly going to be a “closed door” meeting.

Any changes to HB 1927 that prevents lawful gun owners from exercising their right to bear arms without a government permission slip is not acceptable.

The second way they could kill HB 1927 — and this is the biggest threat — is by simply running out the clock.

The Texas Legislative Session ends this month.

If the legislators on this committee do not act NOW, we may have to come back in two years to start the fight all over again.

Don’t let them play waiting games anymore.

They have been playing these same games all session and your efforts keep beating them back.

Just last month, Lt. Governor Dan Patrick claimed that Constitutional Carry “didn’t have the votes.”

After that, he tried distracting gun owners with a fake Constitutional Carry bill being filed in the Senate — instead of taking up the House version — which would’ve started the entire process all over.

Thanks to the work of gun owners like you, this plot was exposed and Dan Patrick sent HB 1927 to committee and then to the Senate floor.

Of course, Patrick’s shenanigans weren’t done yet.

Through Senator Schwertner, Dan Patrick added several amendments to Constitutional Carry — amendments he was warned could allow opponents to kill the bill in the Texas House on a technicality.

But he did it anyway.

Once HB 1927 cleared the Senate, bogged down with bogus amendments, the Texas House had to fight off a dangerous Point of Order from the Democrats, and now it rests in the hands of the conference committee.

That’s why it’s critical you contact the conference committee today.

Lt. Col. Allen West said it best: “if it weren’t for Lt. Governor Patrick’s poison pill amendments, this bill would already be on its way to Governor Abbott’s desk instead of having to go to conference.”

So the question legislators have to answer now is: will they be loyal to Dan Patrick and the anti-gun establishment, or will they be faithful to gun owners and the Second Amendment?

In this late stage of the fight, it is crucial we do not run out of resources to mobilize more pro-gun Texans.

Last night, the Texas House of Representatives brought up Constitutional Carry House Bill 1927 on the floor of the Texas House of Representatives:

Just as we expected, Democrats quickly called a point of order in an attempt to kill Constitutional Carry — thanks to the poison pill amendments added by Lt. Governor Dan Patrick and the Senate.

But after long deliberation, it appears House Leadership struck a deal with Democrats to keep Constitutional Carry alive by rejecting ALL Senate amendments and sending it to conference committee.

Now, the ball is in Lt. Governor Dan Patrick’s court.

That’s why we are teaming up with our good friend Lt. Col. Allen West to send Dan Patrick an important message: get Constitutional Carry to Governor Abbott’s desk. No excuses. No delays!

Now is not the time to celebrate.

Even though Lt. Gov. Dan Patrick has been parading around the passage of Constitutional Carry out of the Texas Senate, the fate of the bill is all but certain.

Thanks to the Dan Patrick-backed amendments to House Bill 1927 added in the Senate — Constitutional Carry could now see its demise in the Texas House due to a technicality.

Some political insiders are saying this “poison pill” was intentional because gun rights activists warned Patrick certain amendments could violate House rules and give Constitutional Carry opponents a chance to kill it in the House — but he did it anyway.

With only three weeks left until the end of the legislative session, it is critical Lt. Gov. Dan Patrick and Speaker Dade Phelan work together to fix Constitutional Carry and get HB 1927 to Governor Abbott’s desk immediately!

Yesterday, the Texas Senate passed Constitutional Carry House Bill 1927 out of the Senate with an 18-13 vote.

While I would normally be emailing you in celebration of this historic event, I am instead asking you to help me turn up the pressure.

Please call House Speaker Dade Phelan and encourage him to quickly get Constitutional Carry (HB 1927) to Governor Abbott’s desk without delay.

Here’s why this is so important:

After Lt. Governor Dan Patrick caught flak for trying to sandbag Constitutional Carry claiming it “didn’t have the votes” to pass the Senate just two weeks ago, he quickly changed his tune and claimed he would “pull a rabbit out of the hat” to make it happen.

But now that the bill has passed through the Senate, it appears this “rabbit out of the hat” trick came with strings attached.

Several ill-advised amendments were tacked on to the bill to placate a handful of Republican Senators who were wishy-washy on Constitutional Carry.

It appears rather than doing his job to get his caucus in line, Lt. Gov. Patrick muddied the water by buying votes with a smorgasbord of amendments.

And it appears at least one of these amendments could give Constitutional Carry opponents the excuse to kill the bill — but only if Speaker Phelan lets it.

With HB 1927 now back to the House and session ending later this month, it’s critical Speaker Phelan get it to Governor Abbott’s desk immediately — without procedural delays or excuses!

I can’t stress to you enough how critically important your phone call to Speaker Phelan is.

The Austin political class is in a state of chaos, with rumors and half-baked theories about what is going to happen to Constitutional Carry, if and when the House takes it up again with the Senate’s amendments.

Much of this confusion is caused by the overwhelming amount of pressure that you’ve put on them, making it clear that killing Constitutional Carry this year is not an option for them.

I won’t bore you with the inside baseball and the procedural hurdles being talked about by those in the halls of the Capitol.

Ultimately, legislative leadership can get House Bill 1927 to the Governor’s desk if they want to, and that will only happen with your persistent action.

The message has to be clear from the grassroots: No procedural excuses will be accepted for the death of Constitutional Carry.

Get it to the Governor’s desk without delay or pay the political consequences!

After years of fighting to make Texas a Constitutional Carry state, we are almost to the finish line.

And we simply wouldn’t be here without your consistent activism, by signing your petitions, calling and emailing your legislators, and even showing up at the Capitol.

But all of our progress could come to a screeching halt if we let up now.
