U.S. Senator Mike Lee (R-UT) has officially filed legislation in the U.S. Senate to establish REAL National Constitutional Carry, legislation championed by the National Association for Gun Rights (NAGR) and backed by leading grassroots gun rights organizations including Texas Gun Rights (TXGR) and Gun Owners of America (GOA).
The legislation, known as the National Constitutional Carry Act, would affirm what the Founders made clear in the Bill of Rights:
Law-abiding Americans do not need a government permit to carry a firearm.
In other words: the Constitution would be your carry permit.
Ending the Patchwork of Anti-Gun Carry Laws
Today, 29 states have adopted Constitutional Carry, allowing law-abiding citizens to carry firearms without asking permission from the government.
But millions of Americans still live in states where anti-gun politicians force citizens to obtain permits, pay fees, take mandatory training classes, and navigate bureaucratic approval just to exercise their constitutional rights.
Some anti-gun states have even imposed social media reviews and subjective “good cause” requirements before citizens can carry firearms.
The National Constitutional Carry Act would end that patchwork by affirming that law-abiding Americans can carry firearms nationwide without government permission.
The bill also protects the right of Americans to carry the firearm, ammunition, and magazine of their choice, preventing anti-gun states from undermining the right to carry by banning certain magazines or firearms.
Grassroots Gun Owners Driving the Fight
The introduction of the legislation comes after years of grassroots pressure from gun owners across the country pushing Congress to recognize that the Second Amendment is not a privilege — it is a right.
Organizations like NAGR and Texas Gun Rights have worked to expand Constitutional Carry across the country, helping grow the number of Constitutional Carry states to 29 and counting.
Now the fight is moving to Congress.
Texas Gun Rights President Chris McNutt praised the legislation and credited grassroots gun owners for building the momentum necessary to push Constitutional Carry onto the national stage.
“For too long, anti-gun politicians have treated the Second Amendment like a government privilege that Americans must apply for,” said Chris McNutt, President of Texas Gun Rights.
“Senator Mike Lee’s legislation makes something very clear: the Constitution is the only permit law-abiding Americans need to carry a firearm. Gun owners across this country are done compromising on their rights and are demanding Congress restore the Second Amendment nationwide.”
The Next Battlefield for the Second Amendment
While Constitutional Carry has spread rapidly at the state level, the fight is far from over.
Anti-gun politicians in several states still attempt to restrict the right to carry through permits, fees, bureaucratic delays, and politically motivated licensing systems.
