Texas State Rep. Briscoe Cain (R–Deer Park), one of the Lone Star State’s most battle-tested defenders of the Second Amendment, has announced his run for Congress in the newly redrawn 9th Congressional District—a seat long held by rabidly anti-gun Democrat Al Green.
After redistricting flipped CD-9 from solidly Democrat to solidly Republican, the opportunity has opened for a proven conservative fighter to take the fight for gun rights straight to Washington.
A Pro-Gun Record in Texas
Cain has spent nearly a decade carving out a reputation as one of the most uncompromising defenders of liberty in the Texas Legislature.
He was one of the original lawmakers to stand up for Constitutional Carry, leading the fight to ensure Texans could carry a firearm without first asking the government for permission.
Following the Constitutional Carry victory, Cain spearheaded the ban on “red flag” gun confiscation orders in Texas, protecting law-abiding citizens from having their rights stripped without due process.
That bill passed both chambers earlier this year—cementing Texas as the nation’s largest state to slam the door on red flag schemes previously pushed by the Biden administration and the gun control lobby.
Cain’s record leaves no doubt: when it comes to standing for the Second Amendment, he doesn’t flinch.
A Stark Contrast
In his 2026 Federal Candidate Survey, Cain pledged to take the same no-compromise approach to Washington. Among his commitments, he pledged to support:
- Repealing the National Firearms Act (1934) and Gun Control Act (1968).
- The repeal of the Brady Act and the Bipartisan Safer Communities Act.
- Abolishing the ATF and blocking increases to its funding.
- Repealing the federal excise tax on firearms and ammunition.
- Removing suppressors, short-barreled rifles, and shotguns from National Firearms Act regulation.
- Only judicial nominees with a proven pro-Second Amendment record.
These pledges show Cain isn’t running simply to hold the line. He’s running to restore freedoms lost under decades of federal gun control laws.
Democrat incumbent Al Green, however, has proudly carried the gun control banner in Washington for years.
Green has repeatedly called gun violence a “public health crisis,” demanded bans on semi-automatic firearms and magazines, pushed for licensing schemes, and fought to expand federal red flag laws.
With a Cain victory, TX CD-9 has the potential of flipping from one of the most rabidly anti-gun districts in the country, to one of the most pro-gun, sending reinforcements to pro-gun patriots like Rep. Thomas Massie (R-KY) and Rep. Andrew Clyde (R-GA).
A staffer for Al Green declined to comment on whether Green would seek re-election to CD 9 or to the newly re-drawn 18th congressional district, which favors Democrats.
On Friday, Texas Gun Rights PAC made it official, endorsing Cain’s run for Congress. In a statement shared on X (formerly Twitter), Chris McNutt, President of Texas Gun Rights, declared:
“Briscoe Cain is a battle-tested champion for gun rights, fighting tooth and nail for nearly a decade to defend our Second Amendment freedoms in Texas. He was among the first to stand up for Constitutional Carry, ensuring law-abiding Texans can carry without government permission slips. Briscoe also led the charge to crush red flag gun confiscation, protecting our rights from those who’d strip them away without due process. That’s why Texas Gun Rights PAC proudly endorses Briscoe Cain for Congress in CD-9—he’s the fierce, no-compromise leader we need to take on the anti-gun radicals in D.C.”
McNutt went even further, stressing that no other candidate should enter the race:
“There is nobody in CD-9 who will better fight for gun rights than Briscoe Cain. He has a proven, battle-tested record. That’s why gun owners need him in Congress, and why we’re urging all other conservatives to unite behind him.”
Building The Pro-Gun Bench in 2026
Cain’s candidacy is part of a larger strategy by Texas Gun Rights to identify and back pro-gun champions in all five of Texas’ new Republican-leaning congressional districts.
The goal: ensure that when these seats send new members to Washington, they don’t just hold the line against the gun control lobby, but actively work to restore freedoms already stripped away.
