Committee REFUSES to vote on Constitutional Carry!

The political establishment is back to its old tricks.

Instead of passing true Constitutional Carry legislation out of committee, they’re pushing out watered-down “permitless carry” bills full of compromises.

In simpler terms, Constitutional Carry House Bills 1238 & 2900 are being held hostage by the House Homeland Security and Public Safety Committee.

With legislative deadlines rapidly approaching, there is limited time to act!

Please call Chairman James White at (512) 463-0490 and encourage him to schedule a vote for HB 1238 & HB 2900 RIGHT AWAY.

Your message can be as simple as:

Please stop delaying Constitutional Carry and schedule HB 1238 & HB 2900 for a vote in committee! Texas Gun Rights will keep me informed of your actions.


If HB 1238 & HB 2900 die in committee, Texas will continue lagging behind the 18 other states with Constitutional Carry as law of the land.

That’s why it pains me to see that instead of voting for TRUE Constitutional Carry out of the House Homeland Security Committee, watered-down compromise bills, HB 1911 and HB 1927, were vote out instead.

If passed into law, these bills would create a patchwork of confusing carry restrictions that could allow otherwise law-abiding citizens to accidentally run afoul of the law by unknowingly carrying in areas they are restricted.

Under true Constitutional Carry, ALL law-abiding gun owners should be treated equally under the law — and there should be NO confusion about who should be allowed to carry or where they can carry.

Not only that, HB 1911 & HB 1927 restrict military-aged men and single mothers between the ages of 18 and 20 from carrying a concealed handgun to protect themselves and their families.

With federal law allowing law-abiding individuals at least 18 years old to own and possess a handgun, there is no reason these same individuals should be restricted from carrying it to protect themselves and their families.

At the end of the day, until heavily amended, HB 1911 and HB 1927 will NOT make Texas a Constitutional Carry state if passed into law.

Frankly, after years of the Republican establishment torpedoing our efforts in Texas, gun owners expect nothing less than TRUE Constitutional Carry legislation in Texas.

With 18 other Constitutional Carry states and two other states with bills awaiting to be signed by their Governors — passing Constitutional Carry in Texas is NOT that big of a lift for a state legislature supposedly dominated by “Republicans.”

And it certainly isn’t anything radical.

So blocking Constitutional Carry from a vote is nothing more than an attempt by the establishment to avoid going on record against the Second Amendment.

That is why I am asking you to call Chairman James White at (512) 463-0490 and encourage him to schedule a vote on true Constitutional Carry HB 1238 and HB 2900.

Constitutional Carry is a simple concept: if you can legally possess a handgun, you can carry it — open or concealed — without having to first beg for government permission.

It will take a lot of work to overcome the political establishment pushing compromise carry bills.

I’ve got great news!

Constitutional Carry bills HB 1238 by State Representative Kyle Biedermann and HB 2900 by Rep. Cole Hefner had hearings in the Texas House Homeland Security and Public Safety Committee yesterday.

After waiting nearly 14 hours for Constitutional Carry to be heard, I delivered my testimony in favor of HB 1238 just before midnight last night!

This marathon of a hearing lasted nearly 19 hours in total yesterday, and pro-gun voices far outnumbered the opposition.

But this comes as no surprise.

TXGR has been leading the charge for Constitutional Carry legislation since 2015 and — thanks to the pressure of folks like you — we have made Constitutional Carry the TOP gun rights issue in the Lone Star State.

In fact, we delivered over 118,000 Constitutional Carry petitions to all 150 State Representatives yesterday from pro-gun Texans across the state.

The message was simple: make Texas the 19th Constitutional Carry state once and for all!

Constitutional Carry is a simple concept: if you can legally possess a handgun, you should be able to carry it to protect yourself and your loved ones. Period.

No begging for a government permission slip or paying expensive fees!

More simply stated, Constitutional Carry re-affirms the Second Amendment of the U.S. Constitution!

But in spite of Republicans holding legislative majorities in Texas for two decades, this pro-gun legislation has seen its demise for the past three legislative sessions.

Now, things are starting to look better…

Thanks to your consistent pressure over the years, lawmakers are starting to realize they MUST do something…or face the consequences when they seek re-election.

In fact, multiple Constitutional Carry and limited “permitless carry” bills have been filed in the Texas Legislature for the first time ever.

That’s why Texas Gun Rights is going all-out to ratchet up the pressure on your elected officials to make sure they only support TRUE Constitutional Carry in 2021.

And under Constitutional Carry, all law-abiding gun owners are treated equal under the law.

That means licenses shouldn’t grant special privileges: if you’re able to legally possess a firearm, you should be able to carry it in areas where someone with a License to Carry can carry it.

This prevents otherwise law-abiding citizens from accidentally running afoul of the law by carrying in places where they are prohibited.

With Constitutional Carry as law of the land in 18 states — including neighboring Oklahoma and Arkansas — there is NO reason Texas should not be #19.

But like anything else in politics, NOTHING will happen without a groundswell of support from folks like you across the state!

So if you haven’t already, please sign your Constitutional Carry petition to your lawmakers TODAY!

Once the bill passes out of the Texas House, we are planning to make a second delivery of petitions to your State Senator.

It is my hope that I come back with even more petitions than I delivered to State Representatives just yesterday.

HB 1238 & HB 2900 simply state that if you can legally possess a handgun, you can carry it — open or concealed — to protect yourself and your loved ones without having to beg for government permission.

In other words, as a law-abiding citizen, you shouldn’t need any “permission slip” from the government to carry your lawfully possessed handgun.

Under Constitutional Carry, the current permitting system will remain in place as optional for residents to obtain a License to Carry, allowing carry in other states (reciprocity).

The only difference is a citizen is not FORCED to ask for government permission in order to exercise this important constitutional right inside state lines.

You can already openly carry your long gun (shotgun or rifle) in Texas without a permit.

But if you try to carry a handgun open or concealed without a permit in Texas, you’re made a criminal!

What nonsense!

It’s time politicians in Austin put an end to this disparity between long guns and handguns by passing true Constitutional Carry legislation!

That’s why it’s so important you urge the committee to support HB 1238 & HB 2900.

Eighteen states already have Constitutional Carry laws on the books, with Montana and Utah joining the ranks earlier this year.

Even neighboring Oklahoma and Arkansas have Constitutional Carry as law of the land, yet law-abiding Texans are being forced to beg for government permission to protect themselves and their loved ones.

There is absolutely NO reason law-abiding Texans should have less freedom than neighboring states…

But as it stands, Texas is even trailing behind liberal Northeastern states like Maine and New Hampshire when it comes to Constitutional Carry.

This is simply UNACCEPTABLE.

I won’t sugar coat it, Sarah.

We will have to push hard if we want to make Constitutional Carry a reality in Texas.

You see, the political class in Austin is going to throw every possible roadblock in the path of Constitutional Carry, just as they’ve done in the past.

Rumors swirling around the Capitol suggest there is already a plot by the political establishment to kill HB 1238 & HB 2900 to placate anti-gun police chiefs and sheriffs in liberal cities like Austin, Dallas, and Houston.

Worse, the establishment gun lobby is staying silent on the issue, instead of demanding lawmakers support this pro-gun legislation!

It’s time lawmakers stop negotiating your rights away and start standing up for the Second Amendment!

So please urge the House Homeland Security to support HB 1238 & HB 2900 before the hearing on March 25th!

This committee is just the first hurdle of many.

Once we get Constitutional Carry out of committee, we must continue mobilizing pro-gun Texans to take action — encouraging their elected officials in both chambers of the Texas Legislature to make Texas the 19th Constitutional Carry state!

Get ready, folks!

California’s gun control fanaticism is coming to Dallas with the hire of new anti-gun Police Chief Eddie Garcia.

Garcia, who previously served as Chief of Police in San Jose, California, went on record in support of a so-called “Assault Weapons” ban during a 2016 interview with San Jose Inside.

“My belief — and I realize this may not be popular — is that these weapons should be for military and police use only.”

Apparently, when Garcia reads “The right of the people to keep and bear arms shall not be infringed,” he sees “Infringe the people’s right to keep and bear arms…unless they work for the government.”

In the same interview, Garcia gushed his support for the “Black Lives Matter” organization and stated that it is “valid” for people to be scared of police use of force and expressed his eagerness to work with BLM…

…yet he advocates for fewer guns in the hands of citizens.

This begs the question: if Garcia believes police to be dangerous, why does he want them to be the only ones carrying firearms?

If this sounds familiar, it’s because it is the favorite contradiction of the political elite that really doesn’t hate guns — as long as they are the only ones who have them.

Of course, this problem for Dallas is only exacerbated with the shocking memo leaked from the Dallas Police Department last week suggesting police not be dispatched to certain crimes — including car theft and breaking into a vehicle.


Thankfully, this memo has been rescinded after being prematurely leaked.

But the mere fact that the Dallas Police Department is considering responding to fewer active crimes — amid a shortage of hundreds of officers and hiring an anti-gun police chief — could spell disaster for everyone living in Dallas.

Of course, Chief Garcia is the type of person who subscribes to the “but it was written a long time ago!” argument when trying to discredit the Second Amendment.

We only need to look at the First Amendment to see that argument fall apart; does the right to free speech still apply to modern tools like the internet and cell phones? Of course.

Thankfully, petty tyrants in Dallas government are barred from enacting any gun control thanks to Texas’s firearms preemption law — which bans municipalities from passing any gun control laws that are more stringent than state law.

But we cannot get too comfortable, because Democratic State Rep. Terry Meza filed HB 238 for the 2021 session, which would REPEAL the Texas firearms preemption law.

Texas Gun Rights needs your help fighting this bill and all other gun control coming down the pipe in Austin.

And Texas patriots like you must stand up to anti-gun transplants like Eddie Garcia.

You see, law enforcement brass has long been out of step with the rank-and-file officers who are on the streets every day and understand that armed, law-abiding citizens make for safer communities.

And according to John Lott of the Crime Prevention Research Center, concealed carry permit holders are more law-abiding than even government and police.

But the anti-gun police chiefs in large liberal cities are always actively working to undermine them.

Just look at Houston Police Chief Art Acevedo, who uses his position to testify against Constitutional Carry and said Texans should be punished for carrying without a license when evacuating a disaster.

Despite the hand-wringing of anti-gun politicians and law enforcement bureaucrats, the 16 states with gun freedom through Constitutional Carry are simply not plagued with shootouts and vigilante justice.

So please sign your “No Gun Control Mandate” petition urging your lawmakers to oppose ALL gun control in Austin.

That didn’t take long…

Angered after failing to flip Texas blue last week, anti-gun radicals are out for revenge.

In fact, record amounts of gun control bills were filed in Austin on Monday.

Here are some of the bills already filed:

● HB 118 – Universal Gun Registration, banning the private sale or transfer of firearms without government permission, making it illegal to gift or even loan a firearm to a friend or family member.

● HB 164 & HB 395 – “Red Flag” Gun Confiscation, stripping law-abiding citizens of their firearms without due process, and without a crime ever being committed.

● HB 172 & HB 241 – A so-called “Assault Weapons” ban, making it illegal to own hundreds of commonly-owned handguns, rifles, and even shotguns.

● HB 178 & HB 234 – Bans on standard capacity magazines, outlawing magazines that hold more than just a handful of rounds.

● HB 238 – Repealing the Texas’ firearms preemption law, allowing local level gun control in liberal cities to enact a patchwork of gun control throughout the state.

And that’s only a short list…

You see, even though Republicans didn’t lose control of the State Legislature on election night, they also didn’t gain any ground either.

That means they failed to take back the 12 legislative districts Michael Bloomberg and Beto O’Rourke helped flip in 2018.

And those anti-gun Democrats are still in office filing the onslaught of gun control bills we’re seeing today.

That’s why your No Gun Control Mandate to your lawmakers is so important.

Mark my words:

If politicians don’t see a tidal wave of opposition to gun control in 2021, Republicans will broker a deal with Democrats behind closed doors if — God forbid — another tragedy were to strike.

I can hear it now:

“We’ll give you ‘Red Flag’ Gun Confiscation or Universal Gun Registration if you take the AR-15 ban off the table.”

Don’t think that will happen in Texas? Think again.

Governor Abbott and Lt. Gov. Patrick needlessly kept the gun control debate alive over the past year with their “Gun Control Roadshow”…waving the white flag of surrender and compromise.

Not to mention, Lt. Gov. Dan Patrick vowed to lead the Republican charge for Universal Gun Registration in the Texas Senate.

And if you look at the current race for the Texas Speaker of the House, weak-kneed Republicans are bending over backwards to support a Speaker to appease anti-gun Democrats.

In fact, Republican State Representative Dade Phelan declared he had enough support from 57 Republicans AND 49 anti-gun Democrats to become the next Speaker of the Texas House.

That’s exactly how former anti-gun RINO Joe Straus was elected, too.

Chris, there is NO reason a Republican should need the support of anti-gun Democrats to get elected — especially when they hold an 87-63 majority.

That means, if only a handful of Republicans cave to the anti-gun interests of Democrats — as we’re already seeing happen with the Speaker’s race — it’s only a matter of time until they cave on your gun rights, too!

Republican Party of Texas Chairman Allen West said it best:

“Texas does not need a Republican political traitor, not at a time when the two diverging philosophies of governance are this lucid.”

We are in an uphill battle here in Texas…

But with your support, we will stop any attempt to pass gun control in the Texas Legislature and continue pushing for pro-gun legislation like Constitutional Carry.

And I’ll be frank: we simply can’t stop this onslaught of gun control without you.

What a crazy time.

Election Day is over, but the results for President and the U.S. Senate may not be known for days.

With expanded vote-by-mail in states across the country, we knew this is the scenario that would play out…and be ripe for voter fraud.

But thankfully, one thing is crystal clear: Michael Bloomberg lost!

In spite of Bloomberg and his anti-gun cohorts pouring tens of millions of dollars into Texas trying to buy control of the Texas House of Representatives — their hopes and dreams were crushed by the pro-gun “red wall” in the Lone Star State.

And it was all because of you.

As part of our Election Accountability Program, Texas Gun Rights launched a massive campaign to expose anti-gun politicians — and mobilize gun owners to lobby them.

We sent tens of thousands of pieces of mail, deployed hundreds of thousands of emails, sent thousands of text messages, and ran hard-hitting ads across Texas to make sure pro-gun Texans knew which candidates were bought-and-paid for by Bloomberg’s Gun Control Lobby.


In House District 92, Bloomberg-backed Democrat Jeff Whitfield went down in flames with only 47% of the vote after publicly opposing Constitutional Carry legislation and supporting Universal Gun Registration.

Of course, HD 92 is the seat of outgoing Constitutional Carry bill author Jonathan Stickland.

So after Jeff Cason took a bold, public stance to continue fighting for Constitutional Carry, he defeated Whitfield by 4 points with 51.1% of the vote.


In neighboring House District 94, three-time Constitutional Carry bill co-author Republican State Representative Tony Tinderholt defeated Democrat challenger Alisa Simmons by nearly 6 points.

Of course, Simmons received the endorsement of Bloomberg and Mr. “Hell yeah, we’re gonna take your AR-15” Beto O’Rourke after pledging to support gun control.


But that’s not all.

In districts where Republicans failed to take a bold stance in support of your right to keep and bear arms, they only won with razor-thin margins.

Republican Linda Koop — who was running against Bloomberg-endorsed Democrat incumbent Ana Maria Ramos — actually lost her election after becoming the only Republican in the state to openly campaign for gun control.

Instead of standing up for gun owners, her pandering to anti-gun Democrats caused her to lose by nearly 8 points.

Proving that being an anti-gun Republican in Texas is a losing issue.

But the true victor in Texas was YOU.

It was thanks to your lobbying efforts throughout 2020 that made gun rights a leading issue in November.

Thanks to your efforts, Texas Gun Rights now has more than two dozen legislators on record in support of pro-gun Constitutional Carry legislation!

Now that the election is *mostly* over, the 2021 legislative session is rapidly approaching.

Even though Republicans will retain their legislative majorities, the crop of anti-gun legislators swept into office during the Beto wave of 2018 are STILL in Austin.

That means Republicans will once again be under immense pressure to abandon their pro-gun priorities in order to look “reasonable” to the anti-gun media.

That’s why it’s absolutely crucial for gun owners to continue pressuring their politicians to stand firm for our right to keep and bear arms!

So please sign your Constitutional Carry petition to your lawmakers today.

During these uncertain times, with political unrest, riots in the street, and calls to defund the police, Constitutional Carry is needed now more than ever.

We Must Oppose Gun Registration in Texas!

They might as well set the Bill of Rights on fire.

The gun control bills filed by Texas Democrats are some nasty pieces of work.

In their desire to turn Texas into a gun-hating California 2.0, Democrats want to throw out the Second Amendment and due process for gun owners, while ensuring safe crime sprees for criminals.

Unless there is a major push from gun owners all over Texas, the establishment may just let them do it when session starts in January.

The biggest threat to gun owners in 2021 is HB 118 — better known as Universal Gun Registration.

This bill would ban the private sale or transfer of firearms without government permission, making it illegal to gift or even loan a firearm to a friend or family member.

Worse, Universal Gun Registration is a favorite item to compromise on with Republican leadership in Texas.

Lt. Governor Dan Patrick stated his desire to “take the lead” on pushing Universal Gun Registration just last year.

As you and I know, registration is just the first step to outright confiscation, and without massive grassroots pressure from gun owners like you, we could see this signed into law in the name of “bipartisanship.”

Doing the bidding of the Gun Control Lobby that bought them their seat, Democrats have filed a number of other insidious bills.

HB 164 and HB 395 both create “Red Flag” Gun Confiscation, stripping law-abiding citizens of their firearms without due process, and without a crime ever being committed.

Something as simple as a spiteful ex-boyfriend or a busy-body neighbor could send government agents to your door demanding you turn over your firearms.

HB 196, filed by Dem. Terry Meza, guts Texas’ Castle Doctrine by removing “stand your ground” and requiring a duty to retreat.

The bill removes “robbery” and “aggravated robbery” from a list of crimes that allow deadly force outside of a person’s home.

That means when a woman coming home after work is accosted by a man demanding she hand over her wallet, she becomes the criminal for defending herself with a handgun.

Terry Meza’s bill promises to make robberies safer…for the robber.

Along with this are bills banning commonly-owned handguns, rifles, and even shotguns, as well as bills banning magazines holding more than a handful of rounds.

To please the governments of anti-gun cities like Austin, HB 228 was filed and would allow municipalities to enact a patchwork of local-level gun control throughout the state.

The Democrats filing these bills are the same radicals Michael Bloomberg and Beto O’Rourke helped to unseat Republicans in 2018.

Afraid of being targeted by the Gun Control Lobby themselves, some Republicans are more than willing to sacrifice your gun rights to keep the Gun Control Lobby satisfied.

That’s why your signed No Gun Control Mandate to your lawmakers is so important.


Mark my words, Fellow Patriot:

If politicians don’t see a tidal wave of opposition to gun control in 2021, Republicans will broker a deal with Democrats behind closed doors if — God forbid — another tragedy were to strike.

I can hear it now:

“We’ll give you ‘Red Flag’ Gun Confiscation or Universal Gun Registration if you take the AR-15 ban off the table.”

Don’t think that will happen in Texas? Think again.

Governor Abbott and Lt. Gov. Patrick needlessly kept the gun control debate alive over the past year with their “Gun Control Roadshow”…waving the white flag of surrender and compromise.

Not to mention, Lt. Gov. Dan Patrick vowed to lead the Republican charge for Universal Gun Registration in the Texas Senate.

Republicans bent over backwards to support a Speaker who appeased anti-gun Democrats.

In fact, Representative Dade Phelan easily gained enough support from anti-gun Democrats to become the presumptive Speaker of the Texas House in 2021.

That’s exactly how former anti-gun RINO Joe Straus was elected too.

Fellow Patriot, there is NO reason a Republican should need the support of anti-gun Democrats to get elected — especially when they hold an 87-63 majority.

That means, if only a handful of Republicans cave to the anti-gun interests of Democrats, it’s only a matter of time until they cave on your gun rights too!

Republican Party of Texas Chairman Allen West said it best:

“Texas does not need a Republican political traitor, not at a time when the two diverging philosophies of governance are this lucid.”

We are in an uphill battle here in Texas, Fellow Patriot.
